Cable isp,s usually supply all the equipment you need except a nic but they only cost about £10
ADSL broadband may charg you sor modem etc.
Sorry dont know much about the difference between static and roving ip addresses! but dont find a problem with security
As for biting the bullet! if you use the net a lot then do it you wont regret it.
