Stuttering windows 7 pc getting worse!

New to the forum but can anyone help? I built the PC myself last year. Worked fine for a while, then the stuttering began intermittently. Switching the computer off and on again got rid of the problem initially but now it happens all the time. You try to move the cursor across the screen and it stutter its was across. Try to play a video and it barely starts.

Any ideas of how I could diagnose the problem? Thanks

The first thing to do is to check what's running in the background that you can't see. Open up Task Manager, and see if there are any programs or processes hogging your CPU and/or memory.

There don't appear to the be any unusual processes. I'm doing a memtest now

But did you look at the CPU and memory tabs, see if anything's occupying your CPU more than 90% or whether a program or process is using all available memory?
