Stuttering under monitor refresh rate.

I got an AOC 24,5 inch 75 hz monitor (aoc 24.5 g2590vxq). I've turned off vsync in the nvidea control panel but in games I still stutter under 75 fps (I've turned vsync in my games off too) I think it's weird cause when I watch youtubers that got for example 144 hz monitor and they only get 80 fps they don't stutter. so why do I stutter under 75 fps (I most likely don't get under 60 fps) if vsync is turned off? is there maybe something I need to turn off also?

My pc specs are: GTX 1060 3gb, i5 8400, 8gb ram
