Im having the "Boot Configuration Data File is Missing" error, and have a windows recovery stick, but at startup there is no BIOS, it just goes straight to the windows error message so I can't get anywhere to boot from the USB!
If you have Win 8.1 or later then boot up and immediately on booting press the power button to shut down. Usually you get to the troubleshooting screen after a few goes.
Try a system restore or repair. Info here.
