Start up problem after hardware install

I have just installed a usb webcam on to my pc. After I had installed the drivers I then installed 2 peices of software from the drivers cd. It then asked me to check in device manager that the webcam was installed correctly. It was listed but not under the right name and the powerlight was not on on the webcam. I then removed the device in device manager and restarted my pc. This is when disaster struck. The pc did it's normal start up procedures with win 98 splash screen coming up. The desktop then came up with no icons or task bar. There are 3 programms running but none of them are explorer. So this is all I have, a blank desktop. I have gone into command prompt and restored to an earlier registery. This had no effect. Can anyone help me get back to normal. I have also tried to startup in safe mode but get the same desktop with no icons. I hope you experts can help.
