Start-Up / Logon Problem

Hi, I hope someone can help with my problem. During the past few days when accessing any user account at start up it has taken an unusually lengthy time to load. Then, the only thing, other than the background, which becomes visible, is a Dial Up Connection box. No icons or task bar appear. If I connect to the internet it connects, but then all I am left with is the background – still no icons or taskbar. The only way I can do anything is exit by logging off the user account via Alt-Ctrl-Del.
If I choose to cancel the Dial Up Connection box the icons and taskbar then load as normal although when using the PC it does then seem a little slower than normal.
Suffice to say this previously didn’t happen and normally when I access any user account the icons and taskbar load automatically.
I am still on Dial Up and not on Broadband.
I have run a System Restore to before the problem began but no joy.
I am using Windows XP with SP3.
Any help will be greatly appreciated

maybe a corrupted account. save any docs or favourites etc. for that account.
log into any account with administrator privilidges.
delete the faulty account and make a new one.
