Slow Reboot - Due to background running processes?

To boot up my pc or reboot my pc seems to take a lifetime, is this due to processes running in the background? Looking at windows task manager that highlights 30 processes running, is this normal?

Any help appreciated.

Normal - Depends on your system setup.
