Slow Read & Write Speeds

I run WinXP on a 60GB hard drive with 15GB used.
The disc has been defragmented, the antivirus, Ad-aware and SpyBot programs are all up to date and no virus etc has been found. Despite this my programs are running very slowly and I am unable to run a DVD as it is so jerky. (I have 512Mb of memory and an AMD Athlon 1800+ hard disc.) I have recently downloaded Fresh Diagnose and the benchmark on the hard disc gives an average Write Speed of 8.16MB/s and an average Read Speed of 3.74MB/s. Can anyone advise me if this indicates a disc fault or - as has been suggested - a controller fault; and what is the remedy? I also have a smaller slave hard drive and this also shows low figures and a Read speed which is lower than the Write speed.

Yes DMA is enabled (and has not been changed)
