Slow Broadband Speeds

My ISP is Tiscali and I am experiencing slow speeds so I sent an email to Customer Support regarding these slow speeds and I have received a reply saying that they have performed certain tests on my line and found that there is a congestion in my VP (this sounds very painful)and they have forwarded the information to the network engineers to solve the situation.
Can anyone tell me in plain english what the problem is?
I would be glad of any information.

Basically there is not enough capacity at your telephone exchange to cope with demand. click here and click on Get Exchange Information. When you get the results see what the "VP capacity at this exchange is currently showing as..." says and click on the question mark for more info.
