SKYPE

Hello there. I have skype installed on my Win XP Pro pc which is a client on the enterprise network at work. I am able to have chats/discussions on skype with a colleague who is in another department without any problems at all. However, I have always failed to connect to my brother's pc which is online through an ISP. He lives abroad. The error message that appears on my pc whenever I try calling his pc on skype is as follows;
"NO PROXIES FOUND"
On the other hand, when he initiates the call on skype, we're able to connect to each other even though I can hardly hear him while he hears me loud and clear.
How do I fix this problem? Or maybe I need to do a fresh installation of skype with step-by-step instructions on installation and configuraton which will make skype work satisfactorily on my pc. Please help. Thanx in advance.
