~shtdwn.res file corrupt. How to replace it?

The system file that closes down the computer is corrupt. Does anyone know how Ican replace it please.
At present my computer using XP takes about 30 seconds to respond to any app startup and takes about five minutes to begin to shut down. It is a little quicker if I use shutdown from task manager.

I find that I canoot get windows to open in safe mode anymore.
