safe mode

Is there any way to access safe mode by running a command from within Windows XP Home.
My Nephew has to access safe mode to follow Nellies instructions for a HJT log and F5 & F8 will not work at start up.
He has a USB keyboard so I told him to go into the BIOS but he cannot select anything with the arrow keys also the BIOS page starts with CMOS Setup up and I am unfamiliar with this BIOS.

I find you don't just hit the F8 once. You have to keep hitting it as soon as you power up your computer. You should then eventually get a menu, one of which will be Safe Mode.
