RTHDCPL.EXE-Ilegal system DLL Location

Each time I boot up my lap top I get the following message. :-The system DLL user 32.dll was relocated in memory. The application will not run properly.The relocation occurred because the DLL c:\windows\system32\HHCTRL.OCX occupied an address range reserved for Windows system DLL. The vendor supplying the DLL should be contacted for a new DLL. Can anyone please advise how I can rectify this as I have not a clue and don't even know where to look. Thanks in advance.
