restart failure

  motherbored 17:35 24 Mar 2004

I have a 1.30 GHz AMD Duron with a 120 Gig hard drive and 256 DDR-SDRAM, and an NVIDIA GeForce4 MX 440 video card. System runs windows xp. Ever since I got it, when I try to restart, or even if I switch off completely and switch on immediately, the system will not start and I hear three beeps repeatedly. The only way to start is to leave it for a few minutes, then it starts normally. It's a pain when I install software which needs restarting to take effect.
