Resizing (KB wise) photos

Does anyone know of any freeware or a program in XP that will re-size photos. My digital camera takes photos that when stored on the computer are 800-900k - when I try and send them to friends (especially hotmail accounts) they are rejected because of their size. If anyone knows a way of saving pictures in a way that takes up less KB I would be grateful (I am already saving them as jpegs).

Apart from Irfanview - a superb utility - I find with Agfa's ScanWise scanner software that using the Send To link for Mail Recipient automatically compresses the picture file(s) being sent.
