Resize photos

Previously, when I wanted to send large photos by email, I could use either MS Powertoys or Shrink pic.
However, I am now using W7, Powertoys Image Resizer was only for XP and does not work in W7. I have downloaded Shrink Pic and, although it says it is working and reducing pictures to ~150Kb, the attached pictures are not reduced in size (from email size in Inbox).
Is there an alternative? or a work round?

Windows (Live) Photo Gallery has 'Resize' to save as a file with a choice of reduced sizes and 'Email' to save directly as an E-mail attachment again with a choice of sizes.
Quick and easy if you fancy another photo application.

Thanks for the suggestions.
I am using the free resizer suggested by rawprawn and it is working.
I have now marked as resolved.
