Repeated errors of all sorts

In recent times one of my flock has had his machine throw up all sorts of errors too many to mention.
I have on several occasions saved his data, reformatted,
Reloaded- off he goes for a couple of weeks and then the troubles start over.
His current one - is when booting- asking to boot from CD.
Bios has been reset to 'Boot 'C'.
But machine says boot CD.
So when loading the Windows disk and selecting 'R' to repair- the latest message is
Cannot find NTLDR
I have- over the telephone read him the script to correct this anomaly- but I guess eventually will have to go see for my self- when things thaw a little.

Question is - why the persistent errors?
Could I be correct in thinking the HDD is on it way out and this is a proliferation of bad clusters/sectors?
