Recovery of W10 File History backup to new set-up

I am using Windows 10 backing up to File History on an external drive. I am planning to buy a new PC, and would like to know if I can recover my backed-up files to a new set-up. I’ve googled this, but can’t find anything which covers this situation. I could just copy all my files across to a drive manually as I’ve done before, but I’ve had problems accessing those files from the new system. If anybody has any ideas, I’d be delighted to hear them. Thanks.
