Reconditioned PCs

I decided to try a pC world reconditioned PC as a spare, and although bought in April have only getting any where with them so far. What do you think is wrong and is it a total duff recondition of will they spend hours on my phone bill telling me how to repair it myself? just had time to set it up. It had no discs and took a long time to get anything out of it when switched on. Eventually it did start up but it has also crashed on average twice a day in the last few days since I set it up. I followed the instructions to make a recovery disk but when it crashed, it came up with lots of jumbled programees including bits of windows 98 before telling me I had ' no hard disk'. This is supposed to be a HP Dual Core Pentium 4 machine, sold with a 12 month guarentee. However I am not
