"Weak" Laptop (VGA) Chipset Cannot Do Reballing?

Hello, I want to ask a question. There is a laptop, got the screen all black, but the others are completely normal (log on sound, WiFi, even can do Alt+F4 which is to shutting down) so brought it to a PC repair shop. They said the VGA chipset has broken, needs reballing. Then it goes well, back to normal, the screen get life again. After two years, the problem comes again, screen comes black again and besides that everything's normal. Brought it to the same PC repair shop, they told that the laptop chipset is "weak" (I assumed this is the VGA chipset) so it can't be continued. Is this really, I mean, a "weak" chipset cannot do reballing again? Or they (PC repair shop) just afraid that it will be failed so denied it? Thank you very much for the answers.
