"this app is preventing shutdown" locked out of computer

When turning on my (relatively) new windows 8 laptop, all I see on the login screen is a greyed out "locked" where the password input field should be, and a message above it that says "this app is preventing shutdown" with a generic icon next to it. Looking online, i'm told that i need to start safe mode to solve the problem, but the power button in the login screen has been replaced by a "sign in to install important windows updates" message.

Please help, as I really have no clue what to do at the moment.

tap f8 at boot to get to the Advanced tools menu

select safe mode from there
