Problem with sample rate on Windows 10

I'm having this really strange issue where I can't properly change sample rate in windows, these are the issues I'm having

  • When I try any other sample rate than 192k i get either stuttering sound or no sound at all
  • Whenever I try to launch the notation software Sibelius 7 something about my sample rate changes
  • When ever I try to run ableton my sample rate changes

I've tried multiple solutions, reinstalling my audio drivers, using a general audio driver instead of the audio driver of my soundcard. Anyone who have had a similar issue?

Relevant specs:

  • OS: Windows 10
  • Graphics Card: Nvidia GTX 970
  • Sound card: Focusrite Scarlett 2i2 first generation
  • Motherboard: Asus Z97-A

EDIT:

Forgot to add that whenever my sound starts stuttering when streaming audio files such as youtube in Google Chrome, they still work in Microsoft Edge, which is really weird.
