problem formatting

my pc has recently started acting up and i decided to format it. i have windows ME which came with a system restore disk, so i restarted the pc to access the disk and the disk booted up and said my harddrive was corrupt so i should format. i clicked FORMAT and it started but a couple of seconds later it said there was a write protect error abort, retry or fail? i usually format my HD with the disk so i dont understand why it doesnt work, and also whenever i put in a floppy disk, i try to copy a file to it but it said it was write protected when it wasnt. also everytime i boot up i have a message which said file not foundwindows. press any key to continue or run windows setup again, so i have to press a key to go into windows now.

Delete the partition and start a fresh.
