Prevent notebook opening at start up desktop.ini

When I start up my PC (win 10) I get a notebook page opening up with directory C:\user\user name\AppData\Roaming\microsoft\windows\start\menu\programs\startup\desktop.ini

I've read numerous ideas of how to stop this opening but none seem to work. I can just close this notebook page and continue working but it just annoying. When I try to delete the desktop.ini file it tells me I don't have authority to do this.

Anybody got a real solution to stop this??

As anyone got any idea how to resolve this? The various threads tell you to go via the start up apps and delete, but NON seem to work.

right click start - task manager - startup tab

is notebook appearing in there?
