POWER SURGE ON HUB PORTS

Just recently got DELL DIMENSION 1100(2 wks ago) most times when booting up i get a message saying ther is a power surge on the hub port, i tried disconnecting all usb devices but the message still won't go away. I end up dragging the alert window down so i can use my pc! I have contacted dell support (ha) on numerous occasions but still have no reply. Can any knowledgable pc techs out there help me. Thanks

Do you have USB ports on the front of the unit?
Can you temporarily disable all USB from BIOS and see if the same error appears?

Thank you for your reply but being new to computing i dont understand what you mean. Yes i do have usb ports on the front of the tower?but only have a "joystick" connected, at the rear i have 3 usb connections 1 mouse 1 keyboard 1 Logitech Clicksmart camera. There are no disk drives or any other peripherals connected, i wonder if this might be a bug or virus of some sort?..... What is BIOS????
