I have just changed my psu from 230w to 400w. before the fan was as quiut as a mouse and very realy heard only on boot up. now I can here the fan all the time is this normal as all psu on previously ownd pc were silent.

Looks like you are stuck with it if the fan is small or same size.
Larger power available requires more air to be moved to keep things cool..... but can you exchange it for a quieter one?
The really quiet fans in special PSUs cost more than "run-of-the-mill" units

As your power availability has increased by almost a factor of two, the cooling required will be correspondingly higher.

Hence the increase in fan speed/size/noise etc.,

All the best.

you can get cheap noisy psu's or expensive quality near silent one's.
