Power supply broken, voltages to low?

Having troubles with loosing signal to monitor when pc seems to be running.

Now I have checked my voltages and they read: VCC3v: 3.34 Vcore: 0.97v +12v: 9.77 VCC1 5v: 0.34v

Am I correct in saying the last 5v one is way to low and that buying a new PSU will solve my problem?

yes the 12 volt and 5 v are way out

have you checked the wire connections are pushed in properly and firmly
