My power adapter is 19.5v 4.5amp DC output to my laptop. Would a 18.5v 3.5amp work the same? It's much smaller. What about a 20v 3amp one?

It's probably best to stick with matching voltages and currents (that is, adapter and device being powered matching up).

From past experience, messing around with them can either cause nothing to happen, or a bit of a bang...

Setting a higher voltage - Bang - mostly likely
Setting a lower voltage -Nozzing- probably
