I keep getting this Ad "popping -up" whenever I am on the web -can anybody tell me how to block it?

I am running XP.
I think this company is a bit like Readers Digest - once you contact them they never let go!!

Do you have SP2 installed? If not, it might be worth installing.

Sorry for the delay in replying - family pressures!!
Thanks to diodorus siculus and surfmonkey but none of their suggestions solved the prob.
I may have misdirected them though as it appears not to be the usual pop-up -which i can easily block , but is an advertiser employed by Smiley Central to push their emoticons.
The address they use is :-

It requires no mouse clicks or cursor movement to have multiple "hits" cluttering up my tray.
P.S. doesn't happen if Avant or Netscape used - but my better half will only use IE.

Any other suggestions PLEASE ?
