Poor framerates while playing games

Despite having a fairly powerful gaming setup, I have noticed pretty poor performance in-game, particularly in Counter Strike where I am only managing between 80-120fps. All settings are at max @ 1080p, but even after lowering the settings, there is little-to-no improvement. Even in games such as Euro Truck Simulator 2 I can get as low as 30fps, but I am unsure if this is commonplace at ultra settings with 400% scaling.

I am pretty sure thermal throttling isn't an issue; My CPU is watercooled and not even overlocked, and the GPU has a massive heatsink and also not overclocked. The case is pretty roomy and my games are installed on an SSD.

Counter Strike suggested disabling the xBox app to potentially improve framerates which did not work, so instead I uninstalled it.... Which still did not work.
