What is the difference between a socket 478 Pentium 4 3.0Ghz and a pentium 4E 3.0GHz.

Teh "E" signifies "extreme" as far as I know - some sort of new technology that makes them more efficient.

Can't be more precise, I'm afraid...

The difference is the p4ee has extra cache offering a small performance increase over the latter, my personal opinion, the difference in price to performance ratio isn't worth paying the extra.

May be the change from 130 to 90 and also has 1Mb cache as opposed to 512K
