I don't think you can do this easily.

PDF files are effectively graphics and do not contain the information required to convert to other formats. There are programs that will "fiddle" the pdf information in the same way as optical character recognition programs do and convert to, say, Word but the complex data, a lot of it hidden maths, in Excel would, in my opinion, make it very difficult to carry out.

Even if it were possible, would there be sufficient demand for such a program? I'm a bit doubtful.

Further to Diemmess' link, I too am fascinated by the idea but, what I said above still applies and the conversion must be some sort of educated guesswork on the part of the converter.
