PC won't shut down.

My Brother is having the above problem, when he attempts to shutdown windows, the comp starts to close, gets near to normal shutdown and then an error message states 'DRIVER POWERSTATE FAILURE' then is starts to count to 100 and then another message reads 'DUMPING PHYSICAL MEMORY TO DISC' and then it restarts as normal.
when he attempts to shutdown the exact same process happens again

He is running Win 2000 pro, thanks for the help,
