PC wont boot up

My PC was fine last night, i turned it off and went to bed, i turned it on this morning and it will not start, the fans all spin up for about a second then they stop and nothing(1 on graphics card, the PSU, heatsink and the other 2 in the PC) the light on the motherboard stays green (thats normal)
Any help would be appreciated, iv taken out a stick of RAM, still the same thing happens, changed graphics card and still the same... the hard drive does make a noise when the pc is booting for that split second, it is a funny noise i think (never actually listened to a hard drive noise on purpose before)

First thing to check, is with a Different known working PSU
