PC stays on for 10 seconds then keeps restarting

Hello, I was having an issue with my PC not turning on at all previously. I tested the power supply with the paperclip test and it worked. I tried shorting the on switch pegs on the on the motherboard in case the button wasn't working but it still wouldn't turn on. So I've purchased a new motherboard, the exact same one. I replaced it and now it turns on and sounds fine. But only for 10 seconds, then it restarts and the cycle continues. I've checked all the connections are secure and they look fine. All the fans are working. I've tried removing the graphics cards and hardrives but it does the same thing. Any ideas? Thanks.

That sounds like over heat

Did you apply thermal paste to the cpu correctly? is the CPU fan running?

Problem fixed! The CPU fan was working, but I took the CPU off and placed it back on just to check it and after I put it back on everything works perfectly now! Thanks!
