PC starts up itself!

My PC is turned of at the wall on a night time as it is in a bedroom, and you can hear a low humming if it it left on. When I filck the switch at the wall the last PC has booted up wthout me starting it from the tower, this has happend on the lastthree occasions.

Can anyone tell me why this should happen?.

That is normal, or at least it is on my Dell. In a similar way if a circuit mccb trips and is remade the computer starts up automatically, even if I never touch the start switch. Thier does not appear to be undevolt release on the start switch and as soon as it sees volts it starts. I always now unplug the computer if I want it to be permantly off.
