PC in a "power cycle"

Some information would be quite nice.

type of PC or laptop?

operating system?

message on screen?

lights flashing or noises?

Its a home built PC. It does even pass POST and doesn't even get to point of putting the BIOS splash screen on the monitor so i didn't see the point in posting OS info etc.

It comes on, fans on the CPU and case speed up for 2-3 seconds then goes off then starts the cycle again.

Motherboard - check for signs of bulging Capactiors

PSU - will power light stuff like fans / LEDS - try a substitute

or try with all DVDs drives and HDDs disconnected see if it will boot to an error message then add the drives one at a time an see if it boots.

memory - try booting with just one stick of memory try try swapping and see if it will boot.

I've tried disconnecting all the hard drives and DVD drives - No difference.

Tried booting from onboard graphics and ive swapped memory over and used only one stick - No difference.

No electrical smell from motherboard or bulging capacitors anywhere on the old or new motherboard.

I think its the CPU as its the only thing i haven't swapped.

Yes could be CPU or motherboard

try swapping CMOS battery and reset the BIOS to defaults
