p.c. not booting

I have a 8300 series Dell with xp and service pack 2 which has been installed for several months. Recently my p.c. would not boot, after trying everything I could think of, I contacted Dell support. They diagnosed that I had static remaining on my motherboard,and advised that I unplug the p.c from the mains and hold the p.c. power button in for 25secs, then reconnect power lead and reboot. Sure enough it worked, has anybody else experienced this problem and are there any measures I can take to prevent this happening again

From my basic understanding of static etc I don`t think it will happen again. However don`t lose the instructions Dell gave you
