Pc crashes when rebooted

I have a pc that I have built. Currently I have 3 hard drives and a DVD re-Writer, the problem is when I start up the pc with the power button windows loads with no problems. However if I re-start windows or reset the pc via the reset button, the post test detects all my devices (all 3 hard drives and DVD ROM) and then crashes and I cannot even get into the Bios. Therefore I can never restart the pc as it keeps crashing, the only way around it is powering the system down and turning it back on via the power button. Is there a way around this and what is causing this problem.
