Panel PC CF Card upgrade problem

I have a WINDOWS XP Panel PC which boots and operates using a 1GB Industrial Grade CF Card, its only for very basic tasks so is ideal. Id like to upograde it using a spare 4GB CF Commercial Card I have found. Having very limited knowledge I nievily assumed I could simply COPY the existing cards contents onto the new card, however the Panel PC simply wont boot up, im assuming becasue the new CF card isnt a bootable one. MY QUESTION can I upgrade the existing industrial grade CF card with the new commercial grade one, and if so how ?

Thanks for the advice, the problem is, I dont have the Windows install disc. This Panel PC was just one of 20 being scrapped, even though its never been out of its box.

BOOT .INI NTDETECT .COM and NTLDR need to be in the root folder copy them from the original card
