Has anyone come acroos this

Anytime I want to send email using Microsoft Outlook or Outlook Express I get the following error message/s but I could still receive emails
I am currently running WIN2K PRO and I've tried it also on Win98SE and still the same
I use "talk21"

The message could not be sent because one of the recipients was rejected by the server. Server response: '550 relaing mail to hotmail.com ( or any other address) is not allowed'. (Account: in.talk21.com', SMTP Server: 'out.talk.com', Error Number: 0x800ccc79).
