Outlook Link Problem

I have just installed a new Router and since then whwn I click on a link in Outlook (2007) I get the message
"This operation has been cancelled due to restrictions on this computer"
I have tried system restore and I have tried resetting IE and some ideas from Google.
Has anyone any idea?

I've got the exact same problem with a friends computer. Its Outlook 2007 too, I can copy and paste the link into IE and it works fine. Tried Outlook.exe - 'Run as Administrator' - didn't work. Checked all the options. Can't figure it out at all.

Tried all suggestions last night but unfortunately no luck, I eventually took a sledge hammer to crack a nut and used Acronis to a date 2 weeks ago.
Problem solved.
