notebook-desktop.ini opening at startup. Why?

i Can someone please advise me. When I start my PC win10 I get a box showing Notepad together with a string c:\ User\name\Appdata\Roaming\Microsoft\Windows\start\Menu\Programs\Startup\desktop.ini

It then tell me I don't have permission to open this file, See the administrator to get permission. I'm the only one using this PC

I have looked at several sites, where they tell you to do this within startup, but none work. I can just close notepad down and continue to work, but its a pain as I would like to stop Notepad opening. Thanks you
