Couple of things to try.

Assuming the modem is USB, check in Device Manager, root hub, Action, Properties, Power. There should be no other devices on the same hub as the modem.

Start, right click My Computer, Manage, Event Viewer, Application. If any Warnings or Errors look relevant, select it, Action, Properties. It will tell you what the problem is and provide a link to submit it to Microsoft.
