No power to PC

My son is bulding a PC for someone, his second attempt at this. Took him a couple of hours to put together and he was doing well. When he flicked on the switch at the back of the PC there was a high pitched squeel, so high I couldn't actually hear it at first, (old age deafness)though it is not a loud squeel by any means. Nothing happened when he tried to power on either. He has checked and rechecked connections. I have tried to not get involved too much as this is his project but I suspect the power unit is faulty - (due to the high pitch squeel).
Anyone had similar experience or can offer some advice.

Squeal can come from several places

Fans is usual cause (bearings) sometimes ribbon cable catching on fan.

Hard drive is another

or even CD/DVD motor as it spins on boot.

No power is worrying, does PSU fan turn?

any leds or hard drive noises

power up with just motherboard + cpu + 1 stick of memory what happens? should bep for lack of graphics.

4 pin plug next to CPU inserted?

motherboard shorts to case is another cause of loss of boot.
