No Beeps whe computer is turned on

Just got a computer here that a relative wants me to take a look at and she said the computer was working fine until she picked it up and moved it. Stopped working after that. I initially thought it was the video card as the screen won't turn on. But I don't think that's it. When the computer is turning on the fan on the motherboard winds on and then stops and winds on ... Like it't not getting its full power. And the computer does not beep at all when booting up. When I opened it up it was so full of dust and the fan on the motherboard was plugged full of crap. I took it out and cleaned it but that still didn't help. Any thoughts of what it is?? Bad motherboard? Processor? Help!!
