Network connections - annoying popup

When I am working offline, I keep getting a popup from Network Connections saying: 'You (or a program) have requested information from aoldiag.aol.com. Which connection do you want to use?'
It then gives me the choice of either aol or aol diagnostics test.
Now I know it's not me that is requesting it, so how can I find out which program is responsible for this? More importantly, how can I prevent it from recurring?
Any ideas?

Its an AOL connection diagnostic utility

Ok. But when I connected using aol diagnostics test, all it did was to give me a readout of my connection speed. After that I could not actually log on to aol. It kept hanging at step 1. I rebooted and that sorted out the connection problem but I still keep getting this popup. How can I prevent it from repeating this request?
