My Outlook Express has disappeared

I cannot access OE at all.I get two messages
"The application was unable to open the OE message centre etc with a code (0x800C012E,5)" and "OE could not be started because MSOE.DLL could not be initialised"
I use XP and there is plenty of disc space available.
Since I cannot access OE I am unable to uninstall and reinstall.
Will some kind expert please help?

That suggests that the problem limited user doesn't have Windows XP
access rights to one or more data files or folders. This would most
likely be the Store Folder (Tools, Options, Maintenance Store Folder) or
the Address book WAB (open the address book and look at Help, About
Address Book for its location).

Each Windows logon should have its own OE store folder and WAB file.

you have to untick the 'read only' on the file properties

""To resolve this issue, remove the read-only attribute from the Outlook Express *.dbx mail files:

2. In the Named box, type *.dbx, in the Look in box, click Local hard drives (C:), and then click Find Now.
3. For each *.dbx file that is found, right-click the file, click Properties, and then clear the Read-only check box.
4. Click Apply, and then click Close.
NOTE: The *.dbx files should only have the Archive check box selected. ""
