My new computer won’t shut down or restart

Hi, I’ve just built a new desktop computer and installed windows 10 on the new ssd I bought (on Monday, so about 3 days old at this point). Whenever I try to shut down my computer the screen turns off but the light on my power button is still on and at least some fans continue running. I’ve so far left it for around an hour with no changes. Does anyone have any ideas what I could do to fix this? There is also a slight problem with restart which I don’t know if is connected. When I click restart it turns off and on again but gets stuck in the same state as when I turn it off. The only way to move on from there is to force close it (hold power button) or click the reset button which turns it on. The power button does not turn it on and neither does clicking on the keyboard or mouse. I do have my old win7 on one of my other hard drives but that shouldn’t be able to cause this as far as I know?

So far I’ve tried:

  • changing my power settings
  • disabling fast startup
  • resetting bios to default
  • disabling all on-start programs through task manager

  • searched for updates using windows update

  • troubleshoot windows update
  • searched for an update to the intel management engine interface
  • changed the setting in the intel management engine interface to not allow the computer to turn it off to save power.
  • running this: %windir%\System32\shutdown.exe -s -f -t 00 In command prompt.
  • shutting down using Alt + F4 and command prompt (shutdown -s -f) neither worked
  • complete reinstall of windows + reformat of my ssd

After some of the changes (not sure which exactly) it will at times get stuck the same place but with the screen turned on and a frozen computer is shutting down screen.

I really can’t figure out what else to try at this point.

My build is:

  • Intel core i5 3.6GHz, coffee lake
    • Asrock h370 pro 4
    • Nvidia GeForce Htx 1070
    • EVGA 750 wat g3
    • 16 gb ram
    • Windows 10

Check your power setings

Start - settings - system - power and sleep - related settings - additional power settings - choose what the power buttons do - set to shut down - click save settings

power off and see if hat solves the problem.

I’ve already tried that without success. However I’ve just tried removing my graphics card and have found out that as long as my graphics card is not connected to the psu, everything shuts down correctly (even if it is plugged in to the motherboard) I don’t know how to identify whether it is a mb problem, psu problem or graphics card problem, however.

plug the card back in an uninstall the drivers and see if it shuts down.

That did not help. However, instead of going to a black screen when turning off it is now stuck on a frozen ‘the computer is shutting down’ screen. I also tried plugging the card into the other slot on the motherboard which didn’t change anything either.

I have an older machine which is a lot smaller. It might fit in there but I don’t think the psu in that can run it so I would have to basically move everything around.

Zeb, it's the BIOS that controls all those power options at the basic level so head over to your motherboard manufacturer's website and see if there's a BIOS update available.

I doubt that your problem's software related because you've reinstalled Windows.

Okay I’ll try checking that out. Yeah I’m also thinking it can’t be software so the question is if it’s hardware or not. It might be the graphics card since it works when I take it out.

I think it is best to contact the developer of your new computer, Maybe there are problems on the computer that needs replacement. Since it is new, you can go for warranty check ups and replacement.
