Motherboard/Graphic card voltages

Hi folks. Following an item in PCA regarding Leadtech mobo not delivering 8x AGP because it was only 1.5v whereas the graphic card required 3.0v I would like to ask if there is still this discrepency with newer components. I am considering doing a self build and have looked at various mobo & G/card specs but can't seem to see voltages for G/cards.

the interface between an 8x card and the agp slot runs at 1.5v. Any 8x card will work in any 1.5v slot and any 8x slot will handle any 1.5v card.
